Sheff Wed Deals with a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - independent football regulator David Kogan

The Championship club's current difficulties constitute a "serious issue" and the independent regulator is looking to gain the ability to look into club affairs in such situations, the recently named head the official has announced.

In a wide-ranging interview, the chairman, who was recently selected, showed understanding towards Wednesday's fanbase.

The chairman convened with four fan organizations associated with the football team in recent days.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club missing wage payments on several different times, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Sheffield Wednesday is one of the great brands for football in England and this week we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in March and May resulted in restrictions being imposed by the football authorities in mid-year, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although that restriction was lifted in late summer.

Regulator's Perspective

Kogan said: "The position was created for the Owls followers, other clubs in similar situations where supporters are loyal to a regional establishment that has represented their community in multiple situations.

"I completely understand the club's situation, as I do for each organization that in modern times have encountered failure, or approached financial ruin, for causes separate from the supporters."

Inquired if the authority might compel an owner to sell a club if they are judged inappropriate, Kogan said: "If your question is 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to work with them.

"The last thing what we want to do is begin intervening in an specific team, an individual owner, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the chairman's encountering," the regulator explained.

"However, realistically, when you examine the past of the sport, over the recent generations there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their teams and eventually refuse to accept accountability for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The regulator engaged representatives from 110 clubs to lay out the remit of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the significant advances achieved might evaporate incredibly quickly," the regulator warned.

"And that's what nobody wants in the terms of English football is a major achievement - we've got to keep it going.

"There's an enormous amount of money flowing into the game and has been invested for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the creation of a regulator because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an economic entity of the Premier League.

"Being fully aware of the worry about compromising the division as a high-quality offering of this country. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a high level of reassurance."

Ideological Links

Kogan is still facing a "thorough examination" by the official appointments authority after he disclosed making donations to the opposition group in 2020.

The official donated money to government minister the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any type of partisan engagement."
